All tattoo artists are required to complete and pass an initial three hour, Florida Department of Health-approved Bloodborne Pathogen and Communicable Disease Course.

The Rule and Statute that provides the regulations for Tattoo establishments and artists is Chapter 64E – 28 F.A.C. and Sections 381.00771-381.00791, Florida Statutes (F.S.).

All Tattoo establishments must be approved prior to opening. In addition, each Tattoo Artist must be permitted. An artist who has an active license, registration, or certification from a jurisdiction outside of Florida may apply as a Guest Tattoo Artist to be approved to work in the state of Florida. 

DOH-Duval Environmental Health is an approved provider for Tattoo Artist initial training.

In order to tattoo anyone under the age of 18 (minor), the artist must be provided a Notarized Minor Consent Form before beginning any procedure. Under no circumstances should an Artist tattoo anyone under the age of 16.
