Interim Health Officer and Administrator
Florida Department of Health in Duval County
Mr. Ernesto “Tito” Rubio began his current role as the Interim Health Officer for the Florida Department of Health in Duval County in May, 2021. Mr. Rubio also serves as the Administrator for the Florida Department of Health in Citrus County (DOH-Citrus).
Under Tito's leadership, DOH-Citrus established one of the state’s first Hepatitis C treatment programs for indigent clients and has become a model for community health programs statewide including; Healthiest Weight, the Environmental Toxic Surveillance Program, Public Health Preparedness and Healthy Start initiative.
Before coming to Citrus County, Tito served as the Chief Financial Officer for Florida Department of Health in Palm Beach County starting in 2014. Continuing a distinguished 13 year career with the department, Tito previously served as Administrative Services Director, Field Support Trainer for Florida Department of Health from 2006 to 2014, and as Business Manager for Florida Department of Health in Indian River from 2002 to 2006. A proven leader and organizational strategist, he is retired from the military with 9 years of service in the U.S. Navy and 14 years as an officer in the U.S. Coast Guard.
Tito earned his Bachelor of Science in Business Administration from Chapman University in 1986, and completed his Master in Public Health from the University of South Florida in 2013. His interests include golf and fishing.
